A RECP (Rolled Erosion Control Product) is a blanket or mat — straw, coconut fiber, or synthetic turf reinforcement mat — rolled out over bare soil on slopes, ditches and swales to hold soil in place until vegetation establishes. Silt fence stops sediment at the perimeter; RECPs prevent that sediment from eroding in the first place on steep or channelized areas.
